Q: I recently upgraded to 8.1.3 now my iPad opens but closes again immediately. Sometimes it will the reopen. I have rebooted the the problem persists.

sine upgrading to 8.1.3 my iPad opens then shuts down. I have done a reboot but the problem is still persisting.

Thank you for using Apple Support Communities.

Understanding that your iPad is shutting down unexpectedly when you start it up, you might want to take a look at this article.

If your iOS device restarts, displays the Apple logo, or powers off while you're using it - Apple Support

I Took it into the Apple Store they said it was a bug. They rebooted and said it would be ok..but the problem still exists.
