I have problems with my iphone 4 at & t is unlocked by imei and gives me error when activated with itune.

i live in Dominican Republic, I can do?

error message.

When you say it is unlocked by IMEI, did AT&T unlock the device, or did you have someone else try to unlock the device. If anyone other than AT&T, the device was hacked, which can also lead to that error.
