Q: why couldn't i receive recovery mail.

i had ID apple and someone changed my password. So i couldn't login in icloud.com and my ID was blocked. After that i used "https://iforgot.apple.com". to reset my ID. But i couldn't receive the recovery's apple mail. My ID apple was created by my mail. please help me get password. By the way, i can't remember the answer of secret question, but i have all mail of apple sent me (activation mail, log in device mail,.... all of them).
