iphone stolen

i'am a new member here and sorry , i'am not good in english but i will try to explain what happend to me .

i already go to the police and i give them détails about the serial number and imei code and other informations i thought that they can locate the

phone by using the imei but nothing happend until now ( i havent active find my iphone and i coudn't login in icloud with my acount i need

configure it on the device ) so i think this is impossible to locate the phone without icloud ?

i need help now please what should i do ... ?
