Q: hotspot

Dear Madam/ Sir,

I can't find personal hotspot  in my sub menu in ios 8.1.3,  i found it in cellular sub menu, but when i want to create a new hotspot account , i can't turn it on or use it. In other word, it will not shown under cellular  sub menu. I searched in network and in some pictures , this menu to turn it on was between  celluar and carrier menu.

Please help me

iPhone 5s, iOS 7.0.4
