No, not without disabling the camera and Face Time completely.
As far as an app do editing similar to iPhoto the Photos app is currently under development to replace iPhoto. Tell Apple which features from iPhoto you'd like to see in the new Photos app via http://www.apple.com/feedback/iphoto_ios.html.
There's a 3rd party app, Pixelmator, that has been released recently for the iPhone which is rather advanced. I've not tried it so can't respond from experience. However, I have tried te Mac version and it's quite good.
