You may have hit some weird bug in the iOS setup.

If you want to try going through setup again (you might as well seeing as your ipad is fairly new) by booting into recovery mode:

DISCLAIMER: THIS WILL ERASE ANY DATA ON YOUR IPAD

    Use recovery mode

You might need to use recovery mode to restore your device in these cases:

    • iTunes doesn't recognize your device or says it's in recovery mode.
    • You see the Apple logo onscreen for several minutes with no progress bar.
    • You see the Connect to iTunes screen.

Learn what to do if you see the progress bar onscreen for several minutes.

To put your device into recovery mode, follow these steps:

    1. Turn off your device and leave it off.
    2. Plug in your device's USB cable to a computer with iTunes.
    3. Hold down the Home button on your device as you connect the USB cable. Keep holding down the Home button until you see the Connect to iTunes screen.

Once you've followed the steps above (Detailed in If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support ) then you can restore you device through iTunes.

If you activated Find My iPhone then you will need to login to your Apple ID to pass the Activation Lock check during setup

Go through the setup process triple checking the on-screen instructions this time to avoid more unwanted passcodes

You can preform a DFU restore.

    Follow my steps:

    - power down your iPad

    - Hold down the home button and don't let go

    - Plug the iPad to your computer

    - Do not let go the home button

    - ITunes will prompt you that the iPad is recovery stage

    - Restore your iPad

You should be all set and updated issue free.

    Cheers!
