Q: Does changing the password allow removal of other accounts

When I add a new account as administrator,  will I be able to remove old accounts from a former owner?

PowerBook, Mac OS X (10.5.8)

    My apologies for tacking onto a previous post.   I can't seem to log into "ask a question".   I followed the directions for resetting the password but after entering rm/var/db/ .applesetupdone    I get an error that says no such file found or words to that effect.    I tried it a second time using caps for the first letters of applesetupdone,  still the same message.   What am I doing wrong?
