I Just want to know how they do it. I see it everyday. I def understand they are apples apps. But so is my cell phone.
You had best ask "them" how they do it. Your carrier sells iPhones and air time. You pay them . Apple sells iPhones and apps. You pay them.

You don't. This is not a feature the iTunes or App Stores have ever offered.
Android phones are capable of purchasing and downloading apps from sources other than the Google Play Store. Therefore, if the carrier has set up their own store or made specific arrangements with one, they could bill purchases to the phone bill.
You can be 100% certain-you can not set Apple app store or iTunes purchases to be billed on your cellular bill.
All such transactions are billed directly by Apple to whatever credit card is on file with Apple.

I'm fairly certain that the iTunes Store doesn't support payment using cell phone bills
I Work at a cell call center and see this all the time. Must only be a certain type of android
Apple sells the apps, so Apple is who you pay. Your carrier has nothing to do with the transaction.
