Itunes and iCloud not downloading to touch

Having some issues regarding iCloud and recovering my music from it, When i go to recover it from my iPod, it just comes up with "iCloud Storage is full" My iTunes program and the music on my iPod are not in sync, Is there a way to get everything from my iTunes onto my iPod without having to manually drag and drop everything from icloud/itunes? Even doing automatic downloads doesn't seem to work. Any ideas guys? Running iTunes 12.0.1 and touch 8.1.3
