Q: ios 8.1.3 update is not helping with iPad mini facetime activation error.

My ipad's facetime stop working about a month or so ago. The latest update on 27 jan was supposed to help in resolving this issue. But my ipad's Facetime is still not working after the update. The error message reads something like : Facetime activation: An error occured during activation. Please try again.". The same error message that appears before the update. My current version displayed is 12B466. Can someone help? Thanks!
