My apple tv shows a constant flashing white light and shows a white cable coming from the back of the apple tv to a USB port. At the bottom it shows a restore link.

That means your ATV's software is corrupted for some reason & you will need to restore it using iTunes & a micro-USB cable to connect it to your Mac or PC, as described in the If your Apple TV still does not respond or if you were unable to follow the above steps section of this Apple support article.
