If I understand your question, you have downloaded the iOS 8.1.3 software update, but it won't actually install, is that right?
I have a few things for you to try below, but it's always a good idea to back up your device before making significant changes to it. Here's how:
Back up and restore your iPhone, iPad, or iPod touch using iCloud or iTunes - Apple Support

If your device is near its capacity or you get an alert that your storage is full, you can remove some of your less used content to make room for more.
View storage usage on your iOS device
Tap Settings > General > Usage > Manage Storage to see the amount of space each app and its content takes on your device.
Tap an app for more detailed information about its usage.
Depending on the app, you might be able to delete some of the app's content, or delete the app and all of its content.

- Tap Settings > General > Software Update.
- Tap Download and Install. Updates might download automatically while your device is connected to Wi-Fi and a power source.
