i use it as a ipod and i reset it because i had to much memory in it and needed more for my music and now it wont let me because it needs a "sim card" but its verizon and it should have one already. please help

But the thing is my carrier is verizon, there is no sim card to put insert.. which is my problem that i don't get 😕
i reset my iphone 4 and now i cant use it because the sim card doesn't work. (i use it for a ipod)
