not receiving text notifications iPhone 4S IOS8

Have checked settings>messages>allow notifications is set ON. Badge app icon set on. Show on lock screen is ON.

Settings>messages>iMessage ON >MMS messaging>ON >group messaging ON >sounds>text tone>aurora

This phone shows no notification in a banner nor a sound notification for new texts. Sound and volume on and on loud.

I looked through the community but did not find any resolution to similar problem that I hadn't tried already.

Did do the reboot, power/home button.

At my wits end and betting it something simple.
