Q: how to get more room on my ipad through icloud

I purchased the $0.99 a month storage plan to create more space on my ipad (since upgrading ios that takes up SOO much data) I have no videos or music on it and I STILL cant watch a movie on my ipad. Help. Why is icould not creating more space for me?
