4S iPhone uprade ios 8.1.3 Problems

Last week I upgraded my 4S iPhone to iOS 8.1.3. Since then, I have lost notification of TXT msgs and phone calls get automatically sent to voice mail. I have gone through ALL settings and they appear correct. I have compared settings to the iPad settings and they are the same, except for the difference in sound selections.

I can call out just fine, and I can also send txt msgs. My daily alarm sounds off normally. And I can hear my iPhone radio just fine. Anyone had this problem?
