Since you posted in the iPhone forum I'm going to guess that you are asking how to make your iPad Air connect with your iPhone via Bluetooth. If that is what you are trying to do, note that the 2 devices are not designed to pair via Bluetooth except for Personal Hotspot and then only if your cellular plan supports it. If you are trying to use Handoff/Continuity between the 2 devices note that they do not pair for that -- Bluetooth needs to be on for both but they aren't paired.
If you mean an audio Bluetooth device then you can go to sitting then choose Bluetooth open it then tab the name of the device you want. If you mean between iPhone and iPad like the one before me said then you can use airdrop if your iPhone is iphone 5 or higher. But if you mean any other device, you can't make pair between them, but you can still use cloud storage or transfer app in order to move any kind of file you want.

many bluetooth devices needs to be put in pairing / discovery mode before you can connect them you should read the manual of the device about how you do that

I'm sorry ... yes it's an ipad. And I was to fast saying the bluetooth connection doesn't work - it does. I read the manuals of my bluetooth head phone (oreillette) and logitech clavier to type. I had totally forgotten that at first use, I had to pair using a pairing button. How stupid. Sorry to have bothered you all with such a problem that isn't one. Thanks for your help -
