I'm sorry to hear you are having issues with iCloud on your Windows PC. I also apologize, I'm a bit unclear on exactly how you have the photos in question stored. If they are stored on iCloud Drive, they should be accessible via the File Explorer in Windows, as noted in the article you were coming from. If you have them stored in iCloud via the new iCloud Photo Library beta, you should be able to access them via iCloud.com/photos, as noted in the following article:

You may also be using the previous iCloud Photo Stream, which while it doesn't technically store the photos permanently in iCloud, is also used to transfer photos between devices:

Feb 11, 2015 11:13 PM in response to brenden dvby joannefromaustralia,I spent 40 minutes on the phone yesterday with applecare support trying to get icloud and idrive and iphoto to work on my pc without any success.
i was cut off and then waited for another 27 minutes to speak with a ''product specialist'' after i called back (apple didn't call me) until i couldn't wait any longer.
i tried again today and after waiting 53 minutes to speak with a ''product specialist'' i still havent had any success. after 25 minutes they cut me off but called me back and now ive been on hold for 14 minutes waiting to speak with the complaints team.
my next step is the nsw office of fair trade as the apple website clearly states icloud can be easily installed on a pc and that photos can be accessed from there.
very disappointing, especially after purchasing extra storage as you did.
