Q: Could not activate iPad after update?

I updated my wifes iPad and I get the message "Could Not Activate iPad". "Your iPad could not be activated because the activation server is temporarily unavailable". Why do I have to "Activate" when the iPad is a couple of years old? It was a minor update.

iPad (3rd gen) Wi-Fi + Cellular, iOS 8.1.3

    Jason,

    Thanks for the reply. I have tried with wi-fi and connected to my PC with iTunes.

    The problem is I cannot get past the activation message. The PC and iTunes recognizes the iPad, but the options for restore, etc do not appear. When I try to access the iPad in iTunes, it gives me the same message as when connected to wi-fi.

    I am planning to go to the Apple Store this week, we have several in the ATL area.
