My iTunes is not updating, error message pertaining to Apple mobile services

I have been trying to update my iTunes, and I keep getting an error message that says that my Apple mobile services isn't allowing it to due to some administrative privileges, what is that? I tried uninstalling and reinstalling the whole thing, and I'm getting the same message....
