Feb 10, 2015 9:16 PM in response to bookwormsierraby ChrisJ4203,If you activated FaceTime with a phone number, that is why it is asking for an active SIM. You need to activate it the way you would for an iPod, using your Apple ID.

Feb 11, 2015 10:53 PM in response to bookwormsierraby bookwormsierra,this isn't working. I try to setup without a sim card and it won't let me activate. I activate with a sim card and I have to have the sim card in place with a working number.

you need a valid Simcard to activate an iPhone, thats correct.
you should activate Facetime using the normal Process with Simcard installed
- after that you should switch in iMessage Settings from your Mobile Number to your Email Address -
- search for "start conversation from..." - switch from you mobile number to your email address
- same in FaceTime
- then remove your simcard and try FaceTime WiFi
