Q: how to clean out icloud storage?

Keep getting message that cloud is full but just to want to clean out and NOT by more storage?

Have tried turning off apps and some go right back on??

iPod touch, iOS 8.1.2

I have tried all that and it still states 5 GB available then when go to backup says not enough storage?
Very frustrating!!!!

Not enough iCloud storage???
Go on pc to manage iCloud and nothing there??
