Sure, you can keep iPhoto and will not be forced to migrate to Photos. Once MacOS X 10.10.3 is out, and you decide to update you it, you can try Photos, but keep iPhoto. And for good measure, as with any update, make a full Time Machine backup of your Mac, before you migrate to MacOS 10,10.3, so you can always revert.
We can't answer that question. You will need to wait until that time when Apple makes a public announcement.

Apple have said that iPhoto v 9.6 will continue to work on 10.10, at least.

Well, with Apple we should be in for surprises, Kappy, right, but iPhoto is listed at the AppStore as "Compatibility: MacOS X 10.10 or later".
And the 10.10.3 update will be a minor update, not a major system upgrade, like the iOS7 to iOS8 upgrade, that killed iPhoto for iOS.
I know, but Apple has been fussy about letting users continue with older software versions when upgrading to the latest OS X. I simply don't know what they will do, so I try to CMA in that situation. 😁
