That's media plus a bunch of support files and folders. Without all that you do not have a library, you either have a library file pointing to a bunch of non-existent media or a bunch of media files with no structure to present in iTunes.
If you mean an older iTunes library that dates from when you last updated your iTunes application. it may pre-date your podcasts. You can check your podcasts in the iTunes media folder and see if the missing files are there, in which case you can add them to the old library file you used to rescue things.
