That is not a good thing to have when the camera does not work. To get it resolved, take a look at the article below and go over some troubleshooting options. If it does not work, then you will need to contact Apple either over the phone or in an Apple Retail Store for possible service.

I dropped my iPhone 5C one time and the front camera, rear camera, and flash light no longer operated. Additionally, the phone ran very hot and battery life was severely shortened. Some posters suggested a software update may cure it. I updated to IOS 9, but that did not fix anything. Another post I found said the rear camera may be faulty, as this would affect the front camera and flash light. If you are out of warranty and want to fix this yourself, this is an absolutely excellent guide: http://www.imore.com/how-replace-rear-isight-camera-iphone-5c#comments. The first thing I did was remove the camera, as the phone will work without it. My temperature and battery issues immediately went way, confirming that my rear camera was bad. For total $15, I then bought a new camera and a tool kit online and followed the guide to replace it. Voila! Everything working perfectly. If anyone says "you need to buy a new phone," first try this! I will say you need a steady hand and good reading glasses as the screws inside are tiny. I am very comfortable now fixing phones myself - seems many parts are available cheaply online.
