If you are in the U.S., try Settings > Passbook & Apple Pay to do the setup.

Set up and use Apple Pay - Apple Support
Things that come to mind are:
- Do you have a credit card associated with your Apple ID? Is that the card you are trying to use with Apple Pay?
- Are restrictions set? Check Settings > General > Restrictions
- Reset your iPhone. Hold the on/off and home buttons together for about 10 seconds until the Apple logo appears. Then try again.
- If none of the above works or explains the issue, please tell us more specifically the symptoms of exactly what you see (or don't see) and when.

Feb 11, 2015 9:38 PM in response to sbermanby JuneeeBuggg,The credit card question is irrelevant because I can't get far enough in the process of setting up my apple pay to input a card. But if I were to get far enough, it would be the same card that is associated with my Apple ID.
My restrictions are all off.
I reset my phone and the problem still remains
Here is what happens in as much detail as I can explain: I awake my phone. I open Passbook, I then tap "Set Up Apple Pay" and 2-5 seconds later this is the screen I get.
It gives me no other options. I can select "Set Up Apple Pay" over and over again and nothing changes. This is the same result if I were to go through Settings > Passbook & Apple Pay > Add Credit or Debit Card.
I don't know what to do.

Suggestions:
- Check Settings > General > Language & Region > Region = "United States".
- Not sure it applies, but I would check Settings > General > Language & Region > Advanced > Automatic = "On"
- Not sure it applies, I would also check Settings > General > Date & Time > Set Automatically = "On".
- Check Settings > iTunes & App Store > Apple ID = [set correctly]

Settings > iTunes & App Store > Apple ID > View Apple ID > Payment Information. Is this set up correctly?

Your iPhone is still under warranty. I suggest you telephone Apple at (800) MY-APPLE and receive their (free) assistance. Or visit an Apple Store if that is convenient.
