What is the model number of the iPhone? Settings=>General=>About

=>Model. You may have to scroll to see the entry for Model.

Did you manage to activate FaceTime? If not, learn what to do if you can't activate FaceTime.

Any error messages given?

Depending on when you activated FaceTime on your phone, it might take a while until the info for your contacts is updated as well.

Did you try to place a FaceTime call, using your brother's phone number?

What model iPhone does your brother have? What country are each of you in?

What happens if you call your brother?

As far as I remember, Apple has a database of all registered FaceTime and iMessage users, it may take some time until this data ends up on your phone.

FaceTime in Jordan seems only to work if you use cellular network:
