Welcome to the Apple Support Communities!
From what I understand, it sounds like iTunes has locked the Apple ID that is signed in and will not allow you to change it. This can happen once a device is associated with your Apple ID, it cannot be associated with a device from another Apple ID for 90 days. Please read over the attached article for more information.
