Depends on what undisclosed event is taking place

What version of iphoto do you have? Of the OS? what exactly is happening including and exact messages? What format is the external drive? what has changed since tis did work?

That is probably not the full message. Does it say:

"iPhoto is locked, on a locked disk, or you do not have permission to open" ?

Your external drive may need the "Ignore ownership" flag to be set. Select your drive in the Finder, and then press the key combination ⌘-I for "Get Info".

Open the last section of the Info panel with the Sharing&Permission setting.  Enable "Ignore ownership on this volume":

Also, have a look at the"General" section and check the format of the drive. The file system needs to be Mac OS Extended (Journaled). A new drive may still be formatted for Windows.

The full message in iPhoto was..."The library is in locked volume.....Open when you have read/write options....or open different library"

Have you clicked the padlock icon in the lower right corner? Try this and authenticate as an administrator with your password.

Then click the permissions in the "(Me)" line and try to change them to Read&Write.

Is your external drive also your Time Machine drive?  Then you cannot change this.

Also, if your external drive is a network volume. Then move the library to another drive, that does not have these restrictions.

iPhoto 9.6 on Yosemite will not work with your iPhoto Library on a drive that is not correctly formatted or on a NAS:

Is the external drive directly connected by USB or thunderbolt?

That is the problem. New drives are frequently formatted for Windows, and iPhoto 9.6 cannot work with this file system. You need to remove all data from the drive and reformat the drive correctly before you can use it with iPhoto, see this link on how to change the format:

Format external drives to Mac OS Extended before using with Aperture - Apple Support

The same will work for drives for iPhoto.

We still need the answers to the questions - which of course is why I ask for them - without them we are simply making wild guesses

If the external drive is formatted Mac OS extended (journaled) as you have been told it must be then you should follow Léonie's diction and check ignore ownership and you should give yourself read/write access as the error message directed

if it is not correctly formatted then you nee to use disk utility to correctly format it (this total erases the disk so be sure that there is nothing on it you need to keep)
