I think I know what Dpresentor is referring to. In previous versions of IOS 8 there was a list of all installed apps under the USE CELLULAR DATA FOR: heading. You could toggle each app to use or not to use cellular data. In IOS 8.1.3 the only apps listed under USE CELLULAR DATA FOR: are FaceTime and Passbook. All of the other installed apps on my phone are missing. This means there is no way to restrict these apps from using cellular data unless there is a special cellular data toggle in a specific apps settings. I think this may be a bug.
