pc login to icloud

Have now tried everything periodically over two years to sign into icloud on my pc but NOTHING works. Wheel on log in box just goes on revolving but nothing happens.Have redownloaded/reinstalled Icloud /changed ID and password/ensured updates.all system requirements met.checked with security software)Norton) its not their fault. Even Apple phone help last year said the same. Administrator permissions ticked. Any help suggested must be original.ie the above has all been tried. I get the log in box but it wont login. I have two Apple devices which access Icloud ok but cannot log in on pc. No error messages are shown on log in page ,simply the wheel goes round continuously. Ant suggestions have to be idiot proof ie step by step. Many thanks, Kevin
