i am using iphone6 plus with IOS version 8.1.2 and try to set a new APN on cellphone, but didn't found the option.
Why does my Cellular Data not have the APN settings to edit?
Setting----cellular----(only have data roaming,personal hotspot)

I faced this problem for my iPhone 6 plus as well.
Couldn't find any official way through Apple to fix my issue.
There is a website www (dot) unlockit (dot) co (dot) nz
You can create APN using that website for any carrier in your country.
This fixed my problem. You can try this till you find official permanent fix.

I am looking for information on this same issue, but I'm afraid you didn't answer the OP's question. I have read the Apple Support article you refer to, but the user's iPhone 6 Plus with iOS 8.1 does not display a 'Cellular Data Network' item in Settings - Cellular and therefore, this user has no access to edit the APN settings on this device. Is there any way to access the APN settings on iPhone 6 Plus or iPhone 6 in another way?
