You don't have to have 10.6.8, iTunes 11.1 supports iOS 7

I'm confused, you were saying that your iTunes version was 10.6 but now you are saying that it's your main operating system. If you are talking about your Operating System then yes you will need to install 10.6.8 or later to use iTunes 11. iTunes 12 requires OS X 10.7.5 or later.

If you were backing up your iPhone via iTunes then yes. However, it sounds like you hadn't been doing that since iTunes is telling you that you need to update when you plug in your iPhone. If you restore your iPhone and don't have a backup (iTunes or iCloud) to rely on then you may be out of luck in accessing the information.

As long it was backed up at some point then yes, the data should be there. Of course things can happen and not everything is guaranteed to work every time but in theory your data should be there if it was previously backed up.

Are you certain that the numbers are not showing in your Contacts app on your Mac?

If not, your best bet is to take both your Mac and your iOS device to the nearest Apple Store, explain what it is you need, and let them help you to get everything updated and restored.

And your serial number is engraved on the back of your device:

Find the serial number and other information for your iPhone, iPad, and iPod touch - Apple Support (see info and photo in iPad and iPod Touch section).

If you really do have a backup with the required information then just get one of the 100 or so iPhone backup extractor programs that you can find with Google or any other search engine.
