im using iPhone 6 & iPad 3, I normally connect my iPhone with my iPad via personal hotspot. But now I can't connect it, it says invalid password or unable to connect to the ipad

Did you already check the Troubleshooting Personal Hotspot ?
Still unable to connect iPhone to iPads wi-fi.
Just to make sure, the iPad has to connect to the Hotspot on the iPhone to go online, using the cellular data connection of the phone.
Creating a home network using the Wi-Fi is not supported between an iPhone and an iPad.

Not if the iPad has cellular data capability. In this case the iPad can create a Hotspot as well. The iPhone can connect to this using WiFi.
That's correct. I just checked the profile and the iPad is indeed Wi-Fi + Cellular.
