My contact appear in iCloud on my PC but are not syncing to my new iPhone

It sounds like you have confirmed that your Contact info is on your iCloud account at www.icloud.com, but they do not sync to your phone at all. I'd recommend you have a look at this article about troubleshooting iCloud Contact syncing. The iOS section specifically:

JJust sign into iCloud on phone. Then in settings make sure contacts is on. Should be green
