Location Services greyed out

I turned them off yesterday and am unable to turn them back on. I have tried turning on/off Restrictions - Location Services are greyed out there as well. They are also greyed out in Settings > Privacy > select them and they are greyed out in the next screen. Am able to select 'share my location ', but in the next screen, 'share my location' is also greyed out.

So far, I've turned on/off all the settings including Restrictions and Privacy.

I've reset the phone.

Find my Phone is enabled in iCloud (with the note: "locating your phone on a map is disabled. Turn on Location Services to enable it".

Still cannot enable Location Services.
