Rotation problems

i think my ipad 2 is starting to have issues. Its running on ios 8.1 and im having rotation problems with it. The rotation button is turned off so i can rotate it but for some reason i cant. To solve this problem i reboot the iPad but after a while the problem restarts. What should i do to stop it? It hapened to me also on older softwares like on ios 7 and up. Please help.
