User account Frozen?

My Mac is setup for three user accounts. I am the administrator; my wife and daughter have standard accounts. My daughter and I can login and use our accounts without any problems. When my wife logins into her account neither her desktop icons nor dock appear. Her desktop picture appears and the mouse cursor, but nothing else. Keystrokes or mouse clicks produce nothing and after an hour of sitting idle I was forced to shut it off. Whether she logins from the main login screen or fast user switching it is the same result.

Please help.
