why can't i see photos in itunes
Photos are only visible on my phone. Why can't I manage them in itunes as they used to be? They are available in iCloud but not on my Windoze laptop.

You can copy the photos to your computer using Windows Explorer. See Import photos and videos from your iPhone, iPad, or iPod touch to your Mac or Windows PC - Apple Support.
Or you can set up iCloud to automatically download from your Photo Stream. See Set up iCloud on your PC.
