Q: not able to download tunes to my nano

Thanks for using Apple Support Communities. Based on what you stated, it sounds like it wont let you sync and is asking to transfer downloads from iPod. I would recommend that you read these articles, they may be helpful in troubleshooting your issue.

Before you transfer your purchases, make sure that your computer is authorized with the same Apple IDaccount you used to make the purchases.
