Outgoing SMTP service says "Offline" but I AM connected to the net?
I cannot send emails and I have tried so many settings changes, any suggestions? It WAS working and now not? So strange!

But your SMTP server may be offline. That doesn't necessarily have anything to do with you, but your email provider.
In addition to your mail provider, your ISP might also be blocking outgoing mail. It was (is?) a common practice amongst large-scale ISPs to block outgoing mail that doesn't go through their servers (in a vain attempt to block spammers originating on their network). You might try changing your SMTP server to that of your ISP to see if that helps.
