Q: Why do multiple browser windows open when connecting to internet?

When my Mac connects to the internet, new browser windows, or tabs are opened, displaying the ip address of the associated modem. In some cases if the Mac has gone into sleep mode, multiple tabs will be open.

What setting do I need to adjust to stop this from happening? Does the setting need to be adjusted in Network Preferences or Safari Preferences?
