Oh man! That definitely sounds like a frustrating experience. Just to make sure we are on the same page, it sounds like you are experiencing issues activating your iPad after a restore, specifically with a message stating that the activation server is unavailable. The following resource provides troubleshooting information for this message. Although it is titled for iPhone, the same steps apply for iPad:

Feb 20, 2015 10:08 AM in response to mikefromguelphby mikefromguelph,Thanks Matt, still not working. I wonder if activation is being effected by "find my phone". I guess when this is on it blocks activation. I haven't figured out if I can turn it off through icloud. I can't get past select language, country and wifi. Thoughts?
