Assuming this is it:
I am able to access that site with Safari 7.0.6 on one Mac running OS 10.9, and with Safari 8.0.3 on another running OS 10.10 Yosemite. Do you have a third-party pop-up blocker installed? What about anti-virus software? Both can interfere with proper opening of some sites.
If you tried a different site, please pos teh link so we can test it.
For some reason, Cornell seems to think that this problem with Safari is not fixable!
That is wiggle-word talk for "We don't know squat about Macs!"

https://www.mozilla.org/en-US/firefox/desktop/
and see if your can log in that way. The site is the official FireFox source so it is safe.
For years I've kept at least two browsers on all our Macs. The second one is always FireFox now. Although Safari now works with well over 99 percent of the sites I visit, there is the occasional poorly-coded site that it won't open. Firefox is a bit more forgiving of such miscreants. Also, it is possible that one browser has issues along the way; having the spare browser already installed is hugely easier than having to use complicated Terminal commands to get another in an emergency.

Many Safari (and other browser) updates include security updates. I think you are a bit safer to use Firefox in the rare cases where the site has a problem with Safari.
