Q: icloud mail is not set up in outlook

I am helping someone who never got Outlook and iCloud talking.  They have Outlook 2007 and Windows Vista.  They have iCloud 2.1.3.  They have an iPhone 4s with IOS 7.  There is an iCloud folder in Outlook, but it is empty. 

In iCloud on my PC, I get the message "icloud Mail is not set up in Outlook".  Under the message is another message I can click on "Set up myname@icloud.com in Outlook" where myname is the first part of the email i am using in Outlook (myname@email.com). I have "Contacts, Calendars, & Tasks with Outlook" checked.  I click on the "Set up..." message and then I get "Setting Up..." with a spinning wheel next to "Contacts, Calendars, & Tasks with Outlook",  The "Setting Up..." has been there overnight, so I think something is wrong.

Any help would be great.
