You can absolutely delete those apps within iTunes. If you ever need to download them back in you can do that as well. It should not affect anything on your iPhone and when you sync your iPhone. Take a look at the articles below for more information.

Feb 20, 2015 1:10 PM in response to traderjohnby turingtest2,Hmm. If you sync your device with iTunes then those purchased apps are liable to transfer over again. Having everything stored in the local library does mean that everything is ready in place should you need to restore the device, but it does take up space. If your computer is running from a small hard drive you may want to consider putting your library on an additional drive. See Make a split library portable for advice.
