2. Check if there is an update for your OS X
3. Connect to iTunes via USB and restore device.
Another way for step 3 is keep holding the homebutton for several seconds when inserting USB to pc.
Then you can restore the device in recovery mode.

“Why can I not open either the App Store or Itunes site on my new I Phone 5s?”
I have now obtained a solution which may enable some people like me suffering with this issue. While it may not work for everybody, it must be worth a try.
Start up the phone in the usual way.
On the home screen double click the Home button. This brings up all the Apps that are currently open on the phone.
By upward swiping of the screen on each App image will close the App down. Complete this process to close all the Apps that are open.
Then return to normal Home screen and holding down both the Home button and the On\Off switch perform a “soft reboot” of the phone. This effectively re-starts the phone with only those apps required as part of the Start menu.
When the Home screen is again visible, activate the Apps Store Icon and you should find that it will now connect to the Apple Apps Store site. Likewise with the I Tunes icon; this should also enable you to connect to the Home page of the I Tunes site.

Feb 21, 2015 10:20 PM in response to RazoR65by jhoomzzz,all u mentioned has been tried but still no luck..the situation is this.....my 5s now when i charge it on the wall socket...i dont see a cxharging bar..only the applw logo appears on it..then shut off..even i put a long charge on the wall socket..itself rebooting on the apple logo..
so when i mke restore to itunes,,it will download the software which is 8.1.3 but still i cant restore it coz the error 4013 comes..

If you cannot resolve it there, then the last step is to contact Apple Support.

Some other sources of help with this problem suggest that Error 4013 can be a hardware issue., mainly relating to USB cables and or ports. I don;t know which computer platform that you use to update your phone thru iTunes on but this site may help you.
