Profile Manager - Push Settings: ... iPad Pending

I am stumped.

I am researching OS X Server as an MDM and was hoping it would enable me to push Profiles/Enterprise Apps to BYOD and Company devices... but I am failing horribly.


The situation

The Server has installed on my Mac Book Pro (Yosemite), and when I access the hostname.local/profilemanager page it access with no problem. When I go to hostname.local/mydevices on an iPad I can click enroll and install the profiles, but then the Profile Manager just sits at Pending for Enrollment.


I used Apple Configurator to manually enroll and iPad, and that worked... but then when I went to push either settings, or apps, it just sits at pending again.


The Question

Is there anything basic in my setup which I have missed?

I'm using a self-signed certificate, but as this is for internal use, I don't plan on using a 3rd party certificate.


Any help would be greatly appreciated.


Server Information

Overview Screen:

Host Name: green dot hostname.local

Computer Name: green dot computer name

Internet: green dot Reachable at xx.x.xxx.xx, no services available


Profile Manager is enabled


Access

Status: green dot available at hostname.local/profilemanager


Settings

Device management: Enabled


I have not checked DEP or VPP as I do not intend to use them at present.
