Authorizing my windows computer for iTunes

When I press "alt" in order to bring up the correct menu to authorize iTunes on my windows computer I get a bar at the top of the computer saying, "Turning on iTunes menu for windows 8 and 7 - iTunes - internet explorer" but nothing ever happens....no menu appears. I have also tried pressing control B with no result How the heck to I authorize my computer??? Thx for any help.
